Village Clerk/Office Manager

The Village of Stratford is seeking candidates for full time employment. 

 

Primary responsibilities include, but are not be limited to: 

  • Ability to establish effective working relationships and use good judgement, initiative and resourcefulness when dealing with citizens, Village officials, employees, other governmental agencies and municipal professionals.
  • Prepare agenda and supporting information for Village Board and subcommittees. Attend Village Board and subcommittee meetings and keep an accurate record of the proceedings.
  • Maintain accounts receivable records and receipts, and perform daily balancing activities. Prepare bank deposits, balance statements, administers the accounts payable process, and performs related bookkeeping functions for variety of municipal funds, including tax increment financing districts. 
  • Work closely with the Board's subcommittees and department heads to develop an annual budget. 
  • Administer elections, utilizing the Statewide election and voter system. 
  • Custodian of official Village records (ordinances, resolutions, meeting minutes, legal notices, public records request. etc.)
  • Issue municipal permits and licenses.
  • Prepares reports as required by state and county agencies and departments, Village Board and subcommittees etc.
  • Maintain a through knowledge of.
    • Village ordinances.
    • The function and organization of municipal government and the workings of the Village Board and subcommittees. 
    • The General laws and administration policies governing municipal financial financial practices and procedures of accounting and budgeting in government.
  • Oversight of Village website and social media functions.
  • Generally responsible for the Village's and Utility's information technology (IT) needs.
  • Maintain risk management records. Administer all programs relating to personnel and property insurance needs. 
  • Coordination and oversight of human resources and payroll functions.
  • Coordinate the 10-year U.S. Census process.
  • TID analysis and all oversite.
  • Research and apply for Grant opportunities.
  • Complete committee meeting minutes in a timely manner.

 

Essential Skills of the position:

  • Ability to communicate effectively, orally and in writing.
  • Ability to utilize computer programs and equipment, with proficiency in Microsoft Excel.
  • Ability to multi-task and problem solve. 

 

Minimum Education/certification:

  • High School diploma or equivalent required: secondary education preferred.
  • Training and/or experience in bookkeeping, accounting, or related fields.
  • Taking an Oath of Office is required. 
  • Must be bondable by surety company and certification as a Notary Public must be obtained after appointment to this position. 
  • Successful completion of the Wisconsin Municipal Clerks and Treasurers Institute and receipt of Wisconsin Certified Municipal Clerk designation required. (This is an annual one-week training offered through the UW-Green Bay, on a four-year schedule for completion.
